Hurricane Matthew has dissipated out into the Atlantic Ocean as of Monday morning, but a few major highways remain closed due to flooding, debris and other damage.Portions of I-95 in North Carolina remain closed because of flooding, according to the latest updates from the North Carolina DOT.
