Pro-carrier provision on driver breaks, ELD waiver for livestock drivers included in House bill

The House’s Appropriations Committee on Tuesday unveiled a bill that would exempt livestock haulers from compliance with the electronic logging device mandate at least through September 2019. The bill is also being used as yet another avenue to pass the so-called Denham Amendment, a provision in Congress that would block states from enforcing laws requiring carriers to provide drivers with paid breaks.
