Motor carriers utilizing owner-operators are obligated under the Federal Motor Carrier Safety Regulations
(FMCSRs) to create a Driver’s Qualification (DQ) file on anyone operating a commercial motor vehicle
under their authority, regardless of method of compensation or whose name is on the title of the truck.
